The rules, in full

Who can join the program?

The policy must be written on an annual term. The driver must be the principal driver and must be 22 years old or younger when joining the program. The driver must have completed an approved driver training course or provide proof of three years of at-fault accident-free driving. The driver must have no at-fault accidents in the past three years, or since becoming licensed if licensed for less than three years. The driver may have no more than one minor conviction when entering the program, and that conviction cannot be within the past year. The driver must have no other type of conviction within the past three years. A motor vehicle record will be checked before the policy is written.

How does the client stay in the program?

To remain eligible during the first three years, the client must continue to be the principal operator of the vehicle, have no convictions, have no at-fault accidents, and stay insured with the provider for the full three-year period.
